A long-standing partnership combining global reach, signalling expertise and scalable delivery.
Who is the client?
A german global leader in rail technology, delivering signalling and digital mobility solutions for mass transit and mainlines worldwide. With operations spanning multiple countries, numerous rail service sites and involvement in some of the world’s largest rail infrastructure programmes, the company operates at a scale that requires engineering partners able to support complex international deployments while maintaining the highest standards of quality, safety and cybersecurity.
What was the problem?
Delivering modern signalling programmes has become increasingly complex. Multiple signalling subsystems, including:
- Interlocking
- ERTMS
- CBTC
- Traffic management system
- Passenger information systems
must work together seamlessly while complying with local operational and safety requirements.
Delivering signalling programmes globally requires more than technical expertise. Products developed centrally must be adapted to local operational practices, infrastructure constraints and national railway regulations.
The customer needed a partner capable of combining global delivery capability with local railway knowledge, able to support programmes from concept to deployment through systems engineering, software expertise, verification & validation, RAMS & ISA, Cybersecurity and commissioning.
What was the Expleo solution?
Expleo provided engineering expertise across the complete Cenelec V-Cycle activities combining systems engineering expertise, critical software development SIL 4 capabilities and railway safety knowledge through a scalable global delivery model.
Our teams provided expertise across five key domains:
- Systems engineering, RAM and Safety assurance including ISA, in accordance with CENELEC standards.
- Critical Software and hardware development SIL 4, supporting both signalling products development SIL 4 and operational applications through embedded software development, application development and hardware integration activities.
- Integration, IVVQ and commissioning, covering verification, validation, testing, integration and commissioning activities for both onboard and wayside systems.
- Digital railway solutions and cybersecurity, including digital Interlocking and traffic management systems designed highest cybersecurity standards applied in railway applications.
- Specific and Generic Application: enabling signalling products to be configured and adapted to local infrastructure, operating rules and regulatory requirements.
Our expertise covers the full signalling ecosystem, including CBTC, ERTMS, interlocking systems, Traffic Management Systems (TMS) and passenger information solutions.

How did that help?
The customer benefited from a partner combining deep product knowledge with local railway expertise and a scalable international delivery model. While signalling products are increasingly developed and deployed globally, railway operations remain highly local. Each programme must comply with country-specific regulations, operational practices and infrastructure constraints. By combining local engineering teams with international centres of excellence and a shared engineering methodology, Expleo helped the customer maintain consistency across programmes while adapting solutions to local railway environments.
What were the results?
Expleo successfully supported multiple signalling programmes across Europe and North America, providing expertise ranging from generic (product development) to specific application (project deployment).
Examples include:
- Germany: Long-term software development support for a Train Planning System (TPS), contributing to digital railway solutions used by rail operators across multiple countries.
- United Kingdom: Software development, verification, cybersecurity and DevOps support for a major urban rail programme, including the migration of operational control software and the delivery of an autonomous work package by a multidisciplinary international team.
- US: Systems engineering and RAMS support for the modernisation of a major metro network using CBTC technology.
- France: Verification, testing and commissioning activities supporting the deployment of next-generation CBTC solutions for automated metro systems.
- Spain: Covering the customer’s R&D signalling product portfolio through the delivery of systems engineering, software development, V&V, RAMS and ISA activities via Expleo’s Signalling Centre of Excellence, including R&D development and support for product customisation and data preparation.
Through this model, Expleo enabled the customer to combine global delivery capability with local rail expertise, supporting both critical signalling product development and large-scale international deployments.
Could it work for me?
Whether you are developing next-generation signalling products, modernising existing infrastructure or deploying complex railway programmes internationally, Expleo provides the expertise required to support every stage of the journey supported by AI. By combining deep signalling knowledge in systems engineering, software development, V&V, safety assurance, ISA, cybersecurity and local operational requirements, we help rail organisations deliver safer, smarter and more digital mobility solutions.
Rail technology is global. Railway operations are local. Expleo bridges both worlds by combining global signalling expertise with Signalling Center of Excellence in best shore countries and strong signalling experience in local operational requirements.
